Information presented on the offer sheet beneath the map informs you of the type of offer your country received.
While looking at the offer, a world map provides geographic information about the countries involved. For more information click on the yellow “i” icon at the top of the screen. Now you may select different countries by clicking on the map and also cycle between the four informational settings using the small icons in the middle of the upper panel.
This information might help you decide whether to accept or reject the offer based on the alliances in the world, on the strength of various diplomatic relationships, or on which nations are at war and which are at peace. A warning is supplied on the offer itself if acceptance has serious consequences not immediately apparent.
Much of the available information is similar to what you obtain when conducting diplomacy during your turn. However, during the diplomatic offers phase you are able to see small icons on the map representing all the current diplomatic offers of all the Great Powers.
